Police Chief Sup't. Rodolfo Asel Tor, Bicol PNP regional director, presented the PNP Heroism Medals to PSSUPT De los Santos, and the PNP team under Task Force Loepard that neutralized Bicol's most wanted person. The award was pursuant to Paragraph G, Section 2 of National Police Commission Memorandum Circular No. 93-018, dated 23 September 1993, in recognition of their courage, gallantry and exemplary meritorious achievements rendered as project director, team leader, assistant team leader and members, respectively, of the Pilar Municipal Police Station, Police Provincial Office, in the conduct of manhunt operations against the elusive Julito Leosala y Hernandez, alias " Kumander Awa" and his cohorts on December 24, 2002, in Barangay san Antonio, Donsol, Sorsogon under Opian " Leopard" SORPO - 02-2002.
Leosala was considered as the most wanted person in the Bicol region, with the recommended monetary reward for his capture/neutralization amounting from P200,000 to P500,000.
Such laudable feat was considered a big achievement for the PNP against criminality in the region in particular, and relatively gained an edge against lawless elements who have proliferated their nefarious activities with impunity. (PRO5 release)
